A specification, then a price
Written around your workflow, with the reasoning attached — including anything we would talk you out of. The number comes last, because it depends on everything above it.
If you go ahead
The same people install it
Whoever specified it commissions it, validates it and trains on it. Nothing is handed to a department that has never seen the room.
